What the law is

Law No. 2 of 2004 on the Rights of Persons with Disabilities is the statute. WCAG 2.1 Level AA is the standard our source records against it.

The public and private split is the useful fact. A Qatari ministry has an obligation. A Doha retailer has an expectation, and increasingly a procurement requirement, but not the same legal duty.

• You are a private business in Qatar, where our source records the position as voluntary. Voluntary is not the same as irrelevant, because a procurement process can make it a condition of the contract.

What it technically requires

• WCAG 2.1 Level AA where the duty applies. WCAG 2.2 covers it with margin.
• This page states no penalty and no deadline beyond the year of the law, because neither was established.
